On 17 April 2008, the Parliamentary Assembly adopted
Resolution 1609 (2008) on the functioning of democratic institutions in
Armenia. In this resolution, the Assembly set out four concrete requirements
for the resolution of the political crisis that ensued after the Presidential
election in Armenia, and threatened that if Armenia did not comply, in June
2008 it would lose voting rights at the Council of Europe. In true Council of
Europe noncommittal fashion, the assembly has now decided to put off a decision

I don't know what they were smoking when they came up with it. It all revolves around the fact that SS and some others declared that they are ready to respect resolution 1609. Never mind that they didn't satisfy a single demand in that document.

With an impressive start like this, Prescott and his European Parliamentary Assembly are destined to take longer dilly-dallying with their 1609 than Bryza and Minsk spent with their Karabakh conflict resolution. And by the time he realizes that SAS has been spinning him on his little finger, Kocharian will no doubt already have had Sedrak well ensconced in the Presidential palace.
