Bruce Tasker who is known to the Armenian society for his pursuit of investigation of breaches in the World Bank-financed project for the improvement of water and wastewater services for Yerevan voiced wrote a letter to Lragir.am.

The first issue that should be raised with Armenia's increasingly long list of political experts regarding Karabakh is not the 'Sale of Karabakh', but what compensation Armenia will get for peacefully giving up the surrounding territories, which cost the lives of 5,000 Armenians, and which acts as a security ring for Karabakh.
Armenia should not give up Karabakh without a major compensation package to pay for replacement of the thousands who now live in the surrounding territories, who are consistently ignored by the Minsk group, referred to irresponsibly as 'Occupying Forces'.
How that money is received and what then is done with that money is the secondary question, which also needs to be asked.

BTW, I did not write a 'letter' to Lragir, I posted a comment on one of their articles. They wrote to ask if they could publish it, to which I agreed, then low and behold, it came up as a separate article - with my picture. I do not mind, the more this issue is covered the better, and for that matter, Genocide.
OSCE - Settlers less than 15,000

I am posting the more important of the articles I have gathered for the past year, and have just come across this one, which is also on my blog, and which covers the settlers in Lachin. According to an OSCE fact finding mission that toured the districts in question in late January and early February this year. It concluded that resettlement is "quite limited," strictly voluntary, and not the result of a deliberate Armenian government policy, and that most of the Armenians re-settlers involved are displaced persons from other regions of Azerbaijan. It estimated the total number of such Armenian settlers as less than 15,000, in contrast to Azerbaijani projections of over 30,000.

So, according to OSCE, there are not 9,000, but up to 15,000 Armenians in the surrounding territories.
My personal experience is stories from homeless Armenian families who have been encouraged to move to the surrounding territories, where they are given homes and land, and I understand Karabakhi passports.
