That NYTimes article says "The negotiations on the spy planes are taking place against a backdrop of strong Israeli objections to a possible sale by Moscow of advanced antiaircraft systems to Iran and Syria, two vocal adversaries of Israel."
That'd be funny: get the drones from Israel and sell them to Iran.

But 10 FREE MiG-29s for Lebanon, wow... Why can't they just gve few 29s to Armenia? But we have to remember that there's no such thing as free lunch - I'm sure Russia is gonna gains something out of this Lebanese deal big time.

Nowadays, there is as much of a struggle going on between a country's central government and its arms dealers as there was between different countries. How much say do the state department, or the pentagon, or the CIA have over who, say, like General Electric sells its killing machines to? How much accounting and transparency is there over these sales in the first place? They have deregulated every other vital market; why would they stop at arms? All it takes for a Senator to get out his knee-pads is a check from a lobbyist paying the debts his accrued while running for office; that's all they do, as a matter of fact: pay off their campaign debts.
One day Israel sells nuclear-bomb triggers to its ally Turkey, ostensibly, and the next day those nuclear triggers end up in China. Shit like that happens all the time. The whole thing is out of control. There is very little accountability, very little oversight, very little, in fact, other than middle-aged fatasses a la Sharon compensating for erectile function disorder by selling out the people they are supposed to serve for cash. Its only a matter of time before one of these fuckers sells real WMDs to real terrorists, if they haven't done so already.
I don't think it is possible anymore to interpret all of these arms sales from the perspective of the national interests of the parties involved.

Yep. Totally agree with you. Marxist international political theory for one stipulates that the basic unit through which international processes can be made sense of is not the *national interest* and states, but *class interests* and classes that override national boudaries.
They've deregulated every industry where there's big buck to be made. And arms trading is the most lucrative of them all. Remember "Lord of War": a good arms trader is the one who does not take sides.
