Armenia’s Minister of Energy and Natural Resources, Armen Moffsissian, is renowned for his tremendous successes in developing Armenia’s energy security and domestic generating capability and the local press is always eager to electrify Armenia with his latest sensational achievements.
Through the recent Parliamentary and Presidential elections, Moffsissian and his Russian friends have financed and built at least one 100 Million Ton Oil Refinery on the Iranian – Armenian border, large enough to supply the entire Caucuses and Middle East with tens of millions of tons of Gasoline, Diesel and Heating Oil. The project was apparently abandoned whilst under construction, to be replaced by a more modest 5 Million Ton facility outside Yerevan, at a cost of 2 to 3 Billion Dollars. His Russian partners eventually announced their withdrawal from the projects, which were left not so high and decidedly dry.
Other such Moffsissian sensations have included not one, but two new hydro-power electricity generating stations queuing up to be built on the River Araks; a new 1,000 Megawatt Nuclear Power Station to cover all Armenia’s electricity needs, including for export; and not forgetting the Nabucco Gas Pipeline soon to grace the Armenian landscape, to provide Europe with a gas supply independent of Russian influence?
According to Moffsissian the pipelines to deliver Iranian oil to the new refineries have all but been built. But they suddenly became pipelines to deliver gasoline and diesel to Armenia, from an Iran which itself imports half its fuel products and which has a constant problem with gasoline and diesel shortages. Then suddenly, without a blink of either of Moffsissian’s energetic eyes, those two pipelines again became one, but not to deliver gasoline, or diesel, or Iranian oil to a 100 million ton oil refinery on the Iranian – Armenian border, or to a 5 million ton oil refinery near to Yerevan.
Moffsissian is not so keen to publicise this latest energy sector success presently under construction, and Armenia’s state-backed press also seems somewhat reluctant to cover the project. That is probably because this state-financed pipeline is to deliver Iranian oil to a new mini (up to 1 million ton) refinery presently being built on the site of the formerly state-owned fuel depot near the town of Ararat. The fifty plus million dollar refinery belongs to Armenia’s fuel monopolist, the most honourable Serzh Sargsyan, probably using some of the $189 million he manipulated through his Ministry of Defence accounts, to pay a second time for HyRusGasArt’s recently completed $200 million Iranian 700 mm diameter gas pipeline – which in the first place cost nearly $1,500 per meter!
Moffsissian no doubt realizes that the people of Armenia would find it hard to understand why they are again being obliged to pay for commercial regime activities; this time a meagre $200 million for an oil pipeline, so that Serzh and his cronies can make even greater profits by producing their own gasoline and diesel at their new mini refinery; to tighten their grips on their monopolistic businesses and over the people of Armenia.
The World Bank and the IMF will as usual be watching how every cent of these public funds are stolen and spent on this highly corrupt activity, and will no doubt again be hailing yet more impressive Foreign Direct Investment (FDI) for Armenia.

A new Russian mini-refinery with a capacity of 300,000 tons per year costs less than $43 million.
16 such mini-refineries would be the equivalent to the 5 million ton facility proposed by Moffsissian for Yerevan, and would cost $700 million, not the 2 to 3 billion dollars as quoted by Moffsissian.

Thanks for sending the link to this site. Let me mention, however, that the Bank
is not involved in the financing of these projects or of oil pipelines in Armenia. By contrast, there is a constructive dialogue with the Government on improving energy efficiency, while the Bank is also supporting several renewable energy projects in the country.

I acknowledge your points, and agree. The point I am making is that, through this project the regime will again be using public funds, in this case $200 million for an oil pipeline to benefit private regime enterprise. This is by way of food for thought for when the WB joins forces with the IMF to write your reports, which for too many years have hailed these type of ventures as 'FDI' to the benefit of the Republic.
This will neither be FDI, nor will it be to the benefit of the Republic. It will be the highly corrupt use of public funds to the benefit of nobody but the regime, which in this case is the person who needed to kill a few of Armenia's innocent public to force his way into his present position.
Renewable energy projects - could that possibly still include a ridiculous project to produce ethanol from Jerusalem Artichokes?

Construction of Tabriz (Iran)-Yeraskh (Armenia) oil pipeline, which will pump oil products from a refinery in Tabriz to Armenia, will start in 2009, RA Minister of Energy and Natural Resources said.
"The oil pipeline will first of all satisfy Armenia's needs, including strengthening of energy security of the republic, reduction of transport expenses and establishment of competitive market prices," Armen Movsisyan told journalists today.
And the price goes Up Up Up:
Earlier, Minister Movsisyan stated that the construction will presumably cost $200-240 mln.
The passing-pipe size is 250 mm and length is 300 km.

Previously Movsissian 'oil products' included diesel and gasoline, to be delivered through two separate pipelines.
Interesting which of the 'oil products' will be delivered through this single pipeline? Maybe a few days delivering gasoline, then a few days diesel, then heating fuel?

According to Movsissian, construction of the single 250 mm dia pipeline to deliver petroleum and fuel oil is already under way, at a cost of $240 million, although project documents will not be ready for another two months.
Movsissian reports the party line that Armenia needs between 450-500,000 tons of fuel each year (much less than the actual figure).

As a matter of interest, a 250 mm pipeline will deliver 3 million tons of fuel oil per year, much more than the 500,000 tons Movsissian quotes. It could deliver up to 5 million tons of fuel products!
Interesting that Movsissian also talks about a new oil terminal, when according to him the pipeline will not be bringing oil, but fuel products?

20th March 2009: Lragir quotes that Armen Movsisyan announced the construction of the Armenian an Iranian oil processing factory, saying that the cost of the project will be 250-280 million dollars. According to Movsisyan the works aimed at the construction of the first part of the factory will start in 2009.

I was following this matter when it appeared on many news sites that a refinery would be a built of the armenian iranian border. I was originally fairly happy to hear this news as it would be a very large scale project which armenia has been longing to see for quite some time. I also believed that despite who would own the refinery and by who's means it would be built, it would bring about a descent boost in the country's economy and clout in the region. I am not as knowledgeable on this topic as many of you but I would just straighten a few matters out and ask " is there still going to be a refinery built in armenia of that large scale ? although the project seems to be dropped is there any hope that it would gain support in the future ? and last what project is going to replace it?
