Sliding the most this year was Ireland (No. 14, down 12), which even saw plans for a Guinness mega-brewery shelved by parent Diageo as exports slowed. Uruguay (No. 66, down 22), Armenia (No. 94, down 31), Paraguay (No. 99, down 29) and Latvia (No. 45, down 13) rounded out this year's losers.

Not at all surprising that

Not at all surprising that Armenia has Lost Ground in Ranking as a Place for Business; it has lost more ground than any other country in the listing.
For the past two years I have been reporting how Foreign Direct Investment (FDI) in Armenia has been little more than the illegal transfer of state assets to 'facilitating' companies in foreign countries, predominantly Russia. There are very few state assets left to keep that process going, so foreign investment is grinding to a halt, especially as 'real' foreign investors are actively driven from the Republic, as we have witnessed on many occasions.
If the Armenian public ever found out the truth behind the 'Foreign Investing Companies' they would be shocked to see that they are made up mainly of Kocharian / Sargsyan cronies, and the World Bank and the IMF have been very well aware of that throughout the entire highly corrupt and otherwise secretive process.
